City Station, Master Plan

For the Congress-Ferry Street Corridor Redevelopment Project, QPK designed the master plan in partnership with Rensselaer Polytechnic Institute, the City of Troy, Troy Downtown Business Improvement District and Rensselaer County Chamber of Commerce. The goal was revitalization of a distressed eight-block district adjoining Rensselaer Polytechnic Institute’s campus.


Parking demand was analyzed to support both the proposed and surrounding City needs. Following “Complete Street” design principals, the planned development accommodates street-level businesses with parking structures located above and below to maximize tax revenue-generating commercial / retail opportunities. The program included mixed-use housing and commercial retail/office uses, parking structures accommodating 1,287 vehicles, surface lots accommodating 240 vehicles and on-street parking accommodating 50 vehicles.


Three phases/blocks of the proposed improvements totaling $60 million in construction cost have been constructed. The blend of off-campus RPI Graduate Student housing and retail have successfully revitalized the area, with the next phase expanding to upscale housing and offices with garage parking beneath.
